Quick! Quick! Old elevators can be replaced

Elevator safety concerns millions of households. Renovation of old elevators is an important livelihood project. As the old city of Shenzhen, there are 1935 old elevators in Luohu District which have been running for more than 15 years. In order to solve the problem of lack of special funds for upgrading old elevators, Luohu District introduced the first legally effective "Shenzhen Luohu District Old Elevator Renewal Management Measures (Temporary)" in 2013, which serves as the working norm for upgrading old elevators in Luohu District. It also points out that from 2013 to 2015, a special fund of not less than 7 million yuan will be allocated annually to subsidize the renovation of old elevators. This year is the last year of the subsidy policy. Whether it will continue or not, the District People's Congress will give opinions on the basis of research.

Elevator Renewal in 22 Years

Luohu Guest Garden is an old residential area in 1992. There are three high-rise residential buildings in the residential area, all of which are accessed by six elevators. As old as the district, six elevators have been running for 22 years. As early as seven or eight years ago, the residents of the community took the elevator nervously every day. "An average of 109 failures a year." Relevant person in charge of the property management office of the residential area said that even if the elevator maintenance company had a special 24-hour maintenance staff, it would be difficult to solve the reality that the elevator was "sick".

In 2007, when the second Industrial Committee of the community was set up, almost all the owners had a voice - saving money and replacing the elevator. As a result, the Guest Garden Industry Committee became the first industry committee in Shenzhen with its own independent account. Accounts are established in company accounts and funds are only deposited but not withdrawn. "In fact, at that time, the industry committee also calculated a bill to replace six elevators, at least millions of them." As a member of the industry committee, Lu Lin said that the members of the industry committee were not discouraged at that time, but hoped that through the accumulation of time, "one day enough money will be saved".

In nearly ten pages of account details, each "income" is clearly recorded. Even during the Spring Festival, an owner accidentally broke a vase in the community, lost 300 yuan, and was deposited in the community account.

In June 2013, the Luohu District Government promulgated Shenzhen's first legally effective "Shenzhen Luohu District Old Elevator Renewal Management Measures (Interim)", which serves as the work norm of Luohu Old Elevator Renewal and Renewal. Under the circumstance of insufficient finance, Luohu District Government decided to increase investment in people's livelihood and safety. From 2013 to 2015, the government allocated not less than 7 million special funds annually to subsidize the renovation of old elevators, thus mobilizing the enthusiasm of all parties and encouraging and guiding users to promote the renovation of elevators.

After learning the news, the industry committee of the guest garden was overjoyed.  After seven or eight years of "saving money", there are more than 1.3 million yuan in the community accounts. According to the assessment, the total capital needed for upgrading the six elevators in Guest Garden is 2.58 million yuan, and the current account deposit is 1.3 million yuan, which coincides with the 30% government subsidy. Sufficient funds, which also makes the elevator renovation work of Guest Garden very smooth. At the end of last year, six new elevators were renovated and put into operation.

The new elevator saves more than 7000 degrees of electricity per month for the community

The elevator was rebuilt without asking the owner for a penny. The renovation of the old elevator in Guest Garden undoubtedly becomes a model of the renovation of the old elevator in Luohu District.

As an old city in Shenzhen, old elevators running for more than 15 years are not uncommon in Luohu District, with a total of 1935 elevators. Because of the backwardness of early technology, long service life and high failure rate. Huayu Garden is a 32-storey high-rise building joined in 1995. The elevator has been in operation for 19 years before the renovation, and there are many problems. Last year, the management office submitted an application according to the method introduced. Four months later, all four elevators in Huayu Garden were upgraded after application, publicity and bidding procedures. About 60% of the renovation funds come from building maintenance funds and about 40% from government subsidies. All relevant procedures are open, fair and impartial. Owners can see the process and relevant information of the old elevator renovation in the bulletin board of Huayu Garden, and get the unanimous approval of the owners.  After the renovation of the four elevators, the average monthly electricity savings are more than 7000 degrees.

Whether the policy will continue or not, the general of the district people's Congress will give opinions

How about the use of funds? Recently, the deputies to the Luohu District People's Congress launched a survey, visited the community on the spot, and listened to the work reports of relevant departments.

According to the staff of Luohu Branch of Municipal Market Supervision Bureau, as of the first quarter of this year, Luohu District has accepted 662 old elevator renovation applications from 173 elevator users. At present, 134 elevators have been renovated and the subsidy amount is 8.37 million yuan. Now there are 183 elevators in 51 units in the region under construction. It is estimated that 13.95 million yuan of subsidies will be needed. However, 263 elevators from 85 units need to be renovated before 1994, while only 125 elevators are actually submitted for renovation.
